All vassals not currently rebelling gain the following bonuses: - Increase unit capacity by one - +1 Attack & Defense - +1 Damage & HP on all units Additionally, all vassals of the owner of this wonder lose all maneuvers. Instead, for every maneuver they would have had available, the owner of this wonder gets a +1 to all maneuver rolls (Max +10) and half that bonus, rounded up, to all contested maneuver checks.
